Heath, George W. & Company

380 Canal St NYC later moved to 208 First St Newark NJ.  Made some medium to high quality fountain pens but is most commonly known for his overlays and filigrees that were used by many pens companies including Waterman, Parker, Wirt, Aikin Lambert and many more.  Some of his overlays are marked, most aren’t.  It is just an educated guess which overlays were done by him unless they are marked.  He was also a nib maker and made other parts like bands and levers.  He did sell some complete pens, but I think he was more interested in selling parts to other pen companies.  Selling overlays and parts seemed to become his specialty in the pen world.  Sold the Tribune and the Thames.
