Colonial Fountain Pen Company

 Boston.
The Colonial Fountain Pen company advertised in 1903 that they were selling a self filling fountain pen named the Dewey's Perfect. According to the old trademarks index, Colonial became or was purchased by the Boston Safety Pen Co.  The trademark books also list Warren N Lancaster pens as being made by Colonial, but I found no other proof of this.
